Question - When is a promise not a promise?
Answer - When it's made by the Leader of Corby Borough Council

Venue: Epiphany Day Centre for the Elderly
After much lobbying the
Leader of Corby Borough
Council, Councillor Robert Hearne, finally
attended the Epiphany Day Centre to receive a petition signed by over
500 members of the public.
The petition requested CBC provide a grant to the Centre of £15,000,
a small amount compared to other
grants made to organisations such as Fortac, etc.
During a speech Cllr Hearne stated that the Centre would get the grant
they asked for from various sources.
Namely
'£7,000 from the Volunteer Bureau,
£4,000 from the County Council and the remaining
£4,000 from the Council'.
It had been decided
'two weeks previously'.
Seemingly it could not be announced because of
the '
councils no campaign' for
the recent referendum for an elected Mayor for Corby.
Should we hail this U-turn?
Should we thank the council for this change of heart?
After a number of weeks - no money turned up.
On enquiring at the Volunteer Bureau they were told that the Bureau
'knew nothing about it'
they would have to
'apply'
The County Council? They
'knew nothing'
.and CBC and the Chair of the Grants Committee, Eddie Gordon?
Seems Cllr Hearne had
'no right'
to make the announcement.
So the facts according to Cllr Hearne.
It had been decided TWO WEEKS AGO.
The money was from the Volunteer Bureau, County Council and CBC.
There's truth, the whole truth and CBC's version
of the truth.
There' s lies,
damn lies and speeches by councillors.......
